it was benedict's second-to-last public appearance as pope. he will make his final address on wednesday before stepping down from the papacy thursday evening. the first pope to do so in 600 years. but even in his final days as pope, benedict cannot escape the controversies that have consumed much of his tenure. this morning cardinal keith o'brien, the head of the church in scotland, has announced he will be stepping down amid accusations of inappropriate and intimate behavior with current and former priests. chris matthews, a little bit of reaction from you. >> it's bad. >> it keeps going, huh? >> i grew up in the catholic church. >> me, too. >> we didn't see any of this. we thought priests had given up on sex as part of the holy orders and gave up on money and sacrificed their lives. those were the priests we knew, we thought. now we see nothing but headlines of people who had no intention of doing that. they couldn't have. >> cover-up. >> and the cover-up and the attempt to make the church look good, and it has made it look terrible. >> chri

and pope benedict, this surprise resignatio resignation. you have to wonder what might be behind it, whether it's health issues or something else. mike barnicle joins us now with his thoughts. mike? >> a stunner. that's for sure. the church has obviously been in great controversy over the last several years, as joe just indicated. the abuse scandal that began here in the united states has spread throughout the world. this particular pope came into the papacy as pretty much the departed pope's successor, indicated he was very conservative, from germany. he was in charge of priests who had, you know, been charged with molesting kids throughout the world, not only in the united states. i don't know whether it's his health. nobody knows much more than we've just reported on this story right now. it's a stunning, stunning development. >> there had been reports earlier that he seemed exhausted, that he seemed out of touch and disconnected. but we'll be following this story throughout the morning, mika. big news, again, coming out of the vatican.

. >> this is complete difference in tone from what we heard from pope benedict and will be welcomed by a lot of catholics. if i can ask john mecham a question. how long will this take to filter down through the clergy? the clergy is so conservative having been shaped benedict and his predecessor to essentially talk about this stuff and to be doctriner about this stuff. will they get the message? >> it's a wonderful question. the question now is has the pope made the more, to use american political terms the more center left and liberal kind of interpretations of the faith. suddenly is it acceptable to talk in those terms in a way that makes you part of the mainstream as opposed to part of the quite, quite small minority? this is a return and emphasis stois the radicalism of the gospel which is that you love one another as you love yourself and if you read the interview closely you see that the poem is making a deeply primitive christian case for the radicalism of love as the primary reaction to the human condition. as opposed to a more dogmatic interpretation and set of laws about the

we have to be careful not to kind of denigrate john paul or benedict who brought people back in their own way. he's bringing a different group of people back. people are telling me, i'm going back to the church because of francis. they see the possibility of change, of someone who speaks to them, in a way that john paul and benedict didn't speak to them. not because they were bad popes, just because they're different people. he's bringing a new group of people into the church. >> you talk about jesus shaking things up. i've just got to say this because through the week there have been people who have been pushing back on what the pope said. who am i to judge? they will go to leviticus or find something that paul said. instead of going to, you know, the red letters, the actual words the gospel. it was not just jesus' words, it was jesus' life. he hung out with tax collectors who were the most despised, the most hated. the woman at the well. all the religious leaders were about to stone. and jesus just sat there. they said, what should we do? he just sat there and stared. he said, i'll
